第二乐章，C小调，2/4拍，稍似回旋曲式。主题有两个部分，都是木管乐器与弦乐器呼应：其一是开头小提琴肃穆的C小调乐段，配有鼓点般的低音，在新的调性中结束；其二是有着极大旋律性的一个短句。然后出现了C大调的段落，较为明亮；但又进入了阴暗的主题。接着出现了三声赋格段落，音乐变得急促、悲恸，在咆哮声中转到属调。结尾主题重现，但却只剩下碎片，由低音提琴的拨弦配合，尤其悲凉。木管乐器发出最后的叫喊，乐曲在弱奏中淡出。该乐章通常被认为是“英雄葬礼”，罗曼·罗兰称之为“全人类抬着英雄的棺柩”，柏辽玆将之与维吉尔悼念帕拉斯的诗篇相比。该乐章也是贝多芬所创作的作品中，最有影响力的之一。其庄重、哀伤，又充满美感和独特的感情张力，由简单主题发展出多种变化，是贝多芬成熟风格的代表。
