第一幕，第一场，尼罗河畔的原野。河上搭着桥。随着埃及男女们所唱的欢迎合唱，把彭贝犹斯击垮的罗马大军，威风凛凛地渡过桥进场。最后是由罗马贵族们伴随凯撒的登场，埃及人都匍匐在他面前。在木管和弦乐的最强奏引导下，凯撒雄赳赳地唱出光辉的快板咏叹调《把埃及的土地交给征服者》。当变成宣叙调时，埃及人就起身了。这时彭贝犹斯之妻柯娜丽亚和儿子塞克司杜斯，走到凯撒面前。凯撒表示希望彼此和解，不料这时候，埃及将军阿季拉斯要奴隶们提着彭贝犹斯的首级进来，把它当作埃及王普特烈麦欧斯赠送凯撒的献礼。柯娜丽亚和塞克司杜斯看到后，悲痛欲绝。不久塞克司杜斯就唱出发誓为父复仇的咏叹调：《愤怒呵，从我心底苏醒》。
