末乐章（终曲，小快板），贝多芬的标题为“天霁后牧羊人感恩之歌”，F大调，八六拍，奏鸣回旋曲式。开始的八小节起承前启后的作用，真正的主题从第9小节开始。第一主题也有八小节长，有着对称性，旋律简洁朴素，在这里象征牧羊人感恩的歌谣。第二主题由颤音装饰，悠扬如牧歌。主题进行变化时，弦乐部分有不断的震音进行变奏。发展部的开头主题重现一遍。整个乐章温暖、甘美，不失简洁，被称作“真正的田园风格”。安托尼·霍普金斯将末乐章的尾声称为全曲最精致的音乐。开始时十分静谧，但渐渐发展到了几乎全部乐器齐鸣的狂喜地步，同时第一小提琴急速在高音区演奏三连。然后有一段祈祷一般的弱奏，许多指挥家都在这里放慢了速度。简单地对前面内容作出回顾之后，全曲以两个和谐的和弦结束。
