第一乐章，初到乡村时的愉快感受。F大调，2/4拍子，奏鸣曲式，几乎以一个乡间迈步的简单乐句组成，一个短小的五音音型反复了80次，在反复中调性和乐器色彩巧妙地变化。乐章充满和谐纯朴、明朗愉悦的田园风味，展现了一幅恬静和平的乡村画卷：阳光明媚、空气清新、流水淙淙、鸟语花香。由双簧管呈现出明亮的第一主题，充满着浓郁而清新的乡间气氛，使人们感受到贝多芬投身到大自然后的喜悦心情。音乐在平静安宁的气氛中进行，第一主题和第二主题反复交替，作者并不在主题上加以他善长的发挥手法，只是朴实地重复，形成恬静清新的自然美景，音乐自然流动，没有强烈的力度变化，表现出人在大自然的怀抱中得到的精神安宁。
