第一乐章，D大调，2/2拍，奏鸣曲式。在结构上比以往的乐曲更有紧凑的感觉。此乐章华丽灿烂而且明确有力、快速、内容丰富。第一主题是由齐奏所奏出的拥有暗示性的动机开始。开始的下降动机虽然用弱奏奏出，但是所用的却是贝多芬所独有富于内含劲力的素材，这一素材不但在本乐章里随时可见，而且还在完成它所负担的重要任务。之后出现了B小调极为优美的旋律，这个旋律逐渐增强之后，第二主题在A小调出现。展开部是由弱急速到强而进入第一主题开始了强有力的发展。展开部较短。再现部中先再现第一主题，呈示部中出现的B小调极为优美的旋律在这里以E小调再现，第二主题回主调再现。最后是一个华丽的尾奏。
