第二乐章，稍快的行板——E大调——3/8拍，为了满足E调铜管乐器的要求，该乐章特意采用E大调。整个乐章行如流水，布局和发展都舒缓自然。这一乐章的主题十分出名，是一个旋律优美的典雅主题，圆号、单簧管奏出和弦后，第一主题最初由第一小提琴呈现，把听众带入了一个宁静而充满幻想的意境。第一主题的中间部分是由木管乐器奏出的，加上了庄严的圆号和颇有分量的小号和定音鼓做伴奏，体现了作者对美好生活的向往。第二主题用升c小调，听上去没有第一乐章的忧伤气氛，但弦乐的断奏依然是贯穿第二主题的不稳定因素。根据乐器逻辑顺序，作者省略了发展部，直接返回第一主题。再现部的调性布局与第一乐章类似（第一主题用原调；第二主题先用a小调，之后用e小调）。乐章的尾声出现了新的和弦，弦乐用很弱的力度奏出长音，似乎要进行到降A大调的时候，却返回了E大调，使人感到新奇。
