这是一首用“塔利斯旋律”创作的变奏曲，这首变奏曲是因沃恩·威廉斯在编辑《英国赞美诗》时，对塔利斯的“佛里吉亚调式”产生兴趣而创作的。主题选自塔利斯在1567年为马太·帕克大主教出版的《英国诗篇集》谱曲9首中的第三首，塔利斯此作是用佛里吉亚教堂的调式创作（即所谓“佛里吉亚调式”），当时配以大主教翻译成韵文的“外邦为什么争闹？万民为什么谋算虚妄的事”一节的诗篇。沃恩·威廉斯创作的这首作品只用弦乐，而且分成3组：弦乐四重奏为一组，弦乐队分成第一与第二乐队，要求分坐两边，以追求文艺复兴时期将唱诗班分成两三组，分散在大教堂内，达到不同音响组合互相交替、呼应和汇合的效果。这首幻想曲以安详的引子开头，3组低音弦乐器一起引入塔利斯旋律的第一片断，效果特别沉痛。塔利斯旋律第一次陈述后，立即继以另一种富有激情的陈述形式，进入高音区。在一个短短间奏中，两组乐队相互呼应。接下去是中段，由中提琴独奏塔利斯旋律的变形，独奏小提琴接过加装饰音的曲调，不久便有弦乐四重奏中的其他成员先后加入，3组一起演奏塔利斯主题的各种变形，推向高潮，短小的结束段回忆引子中的旋律片断，在安宁而纯朴的G大调三和弦上逐渐消逝，最后归于寂静。
