学者认为，这首童谣是关于中世纪征羊毛税的故事，羊毛税是十三世纪爱德华一世时期的税收。当时的制度为，一袋羊毛的收益的三分之一归皇室，三分之一归宗教教堂，最后的三分之一归农民。而当时黑羊被认为是不好的代表，因为这些黑羊的羊毛不能染色，农民无法获得利润。于是当时的农民便写下这首暗喻的童谣。
