第一幕，普里茅斯附近。堡垒护民官克伦威尔的一位皇家随员高蒂尔·沃尔顿，是这个堡垒的指挥官。在这个堡垒里面，关着许多重要的政治犯。被杀英王查理一世的寡妇亨丽埃塔皇后，也是其中的一员。古堡指挥官的女儿埃尔薇拉，爱上了斯图尔特后裔骑士塔尔博特，但是她的父亲却早已将埃尔薇拉许配给一位清教徒福特。后来埃尔薇拉的父亲的还是依从了女儿的意愿，准允女儿仍同骑士订婚。她的叔父乔治·沃尔顿，已经替那位骑士办好了入境护照，当塔尔博特来后却发现查理一世遗孀亨丽埃塔被囚在此。作为一名忠实的皇室随从，他必须设法让她逃离此地。他把拿来给新娘埃尔薇拉佩戴的面纱，掩盖着皇后的身体，扶她走出古堡。途中被失望的追求者福特所截阻，他相信这位女郎必是埃尔薇拉，便命他们停住。直等她露出了面貌，才知道是别人后让他们通过。但是当逃狱的事被发现后，埃尔薇拉因伤心爱人不忠于爱情，导致神经失常发疯。
